I think part of the change that needs to happen is a buy in by the business community and some hard lines to be drawn by the government. There is no reason why new buildings can't be required to have some sort of eco-roof (solar panels, living roof, etc) or for every tree cut down in the process of construction, it has to be replaced in the landscaping or elsewhere.
